Repeated Workflow Notifications

I am trying to put FYI notifications at the beginning and end of an approval chain that is initiated by the Administer Individual Compensation workflow. However, when both FYI notifications are added, neither one goes through (except for one case, where the two notifications worked as expected). Is it possible to configure multiple notifications to the same group of people in a Workflow, or does Oracle generally not allow that to happen?
