Work Order Pick Release Unexpected Movement Request Behavior

We are observing inconsistent and unexpected Movement Request (MR) creation behavior during the Work Order Pick Release process. We would like Oracle to confirm whether this is expected system behavior or a defect.

Setup Details:

• Sub1 and Sub2 are both reservable subinventories with locator control enabled.
  • Sub1 contains locators: 1.a.a and 1.a.x
  • Sub2 contains locators: 2.b.b and 2.b.y
• The Work Order operation material’s supply subinventory and locator is Sub2 / 2.b.b.
• On-hand quantity (both ATR – Available to Reserve and ATT – Available to Transact) is more than sufficient in both subinventories and all listed locators.
• No picking rules or picking rule assignments
