Why is Start Outreach missing, and why can’t I configure triggers?

Summary: The Start Outreach action is not visible in my development environment. I am also experiencing difficulties configuring scheduled triggers for the associated agent workflows.

I am configuring Candidate Outreach using the Oracle 26C feature documentation.

The relevant agents have been published, but I am facing these issues:

• Missing action: I cannot find Start Outreach under More Actions when selecting candidates or prospects, which is the location specified in Oracle’s documentation. [docs.oracle.com]
• Scheduling issue: I cannot locate the Triggers tab to configure the workflow schedule. An earlier scheduling attempt also returned“Failed to publish scheduled job 403.”
