Can't open books after updating to version 26.10.72

Summary:

Our test user accounts can't open books after updating to version 26.10.72. The same test user account can open the reports that feed into that book, they just can't open the book itself. We've tested this across multiple books with the same result. This is one of our recurring tests with every monthly update, so this is new behavior.
