Leave and Absence Policy Advisor does not pass the input to the document tool

we've migrated the Leave and Absence Policy Advisor to a workflow and are debugging. We enter an input but the workflow does not pass the input to the document tool.

Input = Am I eligible for Floating Holiday per the Staples policy?

Document Tool receives = what are the company's leave an absence policies?

The document tool receives this input for all inputs.
