Can the out of the box ESS Administrator role manage job set?

Summary:

I'm testing the out of the box ESS Administrator role and I can see that the role does not have access to setup and maintenance so cannot manage job definitions, change existing schedules, manage job sets, etc. I gave the role access to setup and maintenance but it can now perform some tasks such as job definitions, manage list of values sources, but still cannot manage job sets.
