User is unable to see requests submitted by Service Admin in EDMCS

Hi,

A user has 'User' application role and 'Audit' granular role in EDMCS.

He has access to the EDMCS views, applications and is able to edit data, submit requests and view the requests workflow in requests tab.

But when a service admin submitted a few requests, he could not see those requests in the request tab.

He is able to see them in the audit though.

What could be the reason?
