Learners are Marked Complete but did not take course

Summary:

We have many self-paced courses with one offering and one activity. If 100 learners are enrolled 20 might be marked complete at some point before they take the course.

It is new content that was not completed elsewhere. it is required in the course. The learner never interacts with the course in any way.

It appears to be happening around 5:30 AM UTC sometimes a little earlier - sometimes a little later - the learners are marked complete by the system - the same user we use to run batch processes. I personally saw this with an assignment I received on 10/12 that was marked complete by the system at
