In the FA Module, during book transfers, why is the leasehold improvement category being rejected?

In the Fixed Asset module, the Transfer Asset to Another Book page rejects existing/enabled destination categories with Category Type = Leasehold improvement, while accepting Nonlease categories in the same IRE-to-EUR transfer, including a comparable Owned/Real/1250 category. Why is the leasehold improvement category being rejected? The error code is attached.
