Hybrid Calc for Balance-Type account won't write to FCCS_No Movement

Summary:

Calculating a stat account which is set as Time Balance = "Balance" is not writing to FCCS_No Movement. We have a nearly identical calc which is able to write to a member under Movements Subtotal (as a test), the current script is below. If we submit any value in the target intersection "Acct_X9932"->"FCCS_No Movement", the calculation produces the expected result. If we submit a value then submit #missing the calc does not a result, even though the block is created (verified in Database Properties as additional blocks were created).
