How Inventory defines priority to pick order lines AFTER release requence rule ?

Let us say I have 2 different sales order lines for the same item / project / task (PDSC environement), but only have on-hand to satisfy ONE line.
In this case the "release sequence rule" is invoked in order to define the SO line that gets prioritized. In my case, release sequence rule is based on one criteria : scheduled ship date. IN this case, both sales order lines have the EXACT SAME scheduled ship date.

So the question is : what criteria is taken afterwards ? It is NOT creation date - we would assume the engine would pick the sales order line whose creation date is the oldest, but in some cases the most recent line is taken. Same thing for the line ID that you can see in manage shipment line, the engine in some cases picks first a "bigger" ID.
