Tokyo A1 2 OCPU 12GB: repeated Out of capacity on Always Free

Hello OCI community,

I am trying to create an Always Free Ampere A1 instance for personal development and learning in my home region, Japan East (Tokyo), but repeated attempts on different dates have failed.

Configuration:

  • Region: ap-tokyo-1
  • Availability domain: AD-1 (the only AD available in my console)
  • Shape: VM.Standard.A1.Flex
  • 2 OCPUs, 12 GB RAM, 50 GB boot volume
  • Canonical Ubuntu 24.04 Minimal aarch64
  • Fault domain: not specified; automatic selection

Error: "Out of capacity for shape VM.Standard.A1.Flex in availability domain AD-1."
On October 19, 2026, repeated attempts also briefly returned "Too many requests for the user"; after waiting, the error returned to Out of capacity.
