Rehire blocked due to security profile visibility exclusions based on Position

Hello,

We are facing a scenario related to security profile visibility rules and would like to better understand the expected standard Oracle behavior.

We have an HR user whose visibility cone is restricted through exclusion rules, specifically excluding employees assigned to certain Positions.

As expected, when an employee is currently assigned to one of these excluded Positions, the HR user cannot access or manage that person.

However, we observed an issue during a Rehire process:

• The employee was previously terminated while assigned to an excluded Position.
• The employee is now being rehired into a different Position that should fall within the HR user's visibility scope.
