How to achieve view only access for time cards for time keepers on classic UI

Summary: We have a requirement to provide a select group of users with view-only access to Team Time Cards, without the ability to edit, submit, or approve time cards. To support this requirement, we created a custom role.

However, we are encountering an issue where users cannot access the Team Time Cards page unless they are granted the Manage Time Cards by Time and Labor Manager privilege. While this privilege provides access to the page, it also grants editing capabilities, which does not meet the view-only requirement.

If we remove the Manage Time Cards by Time and Labor Manager privilege and retain only the View Time Cards privilege, users lose access to the Team Time Cards page entirely.
