What determines time consumption order in threshold time calculation rules?

I am facing an issue where a new Time Calculation Rule to calculate FLSA Overtime is consuming time types in an unintended order. My Time Calculation Rule Set is as follows:

1.) Rounding: rounds start and stop times to the nearest quarter hour

2.) Overtime: threshold rule that turns regular time entries into Overtime Time and One Half after 40 hour threshold has been reached —> Time Category includes all worked hours types as well as absences

3.) Straight Time: threshold rule that turns time entries into Straight Time if between 35 and 40 hours —> Time Category includes all worked hours types as well as absences

4.) ~ NEW RULE ~ FLSA Overtime: threshold rule that turns rounded time entries into FLSA Overtime once 40 hour threshold has been reached —> Time Category only includes worked hours types and excludes absences
