Evaluate Spot Bid Tender Bid in workflow agent not working as expected

Summary:

We configured OTM to auto-award shipments opened for SPOT BID. Our workflow agents run the "Evaluate Spot Bid Tender Bid" action, which evaluates submitted bids, awards the bid to the correct carrier, and sets the secure resource status from TENDER OPEN to TENDERED. It worked as intended, but recently the action awards the bid to the lowest carrier while the secure resource remains in TENDER OPEN.

We have explicitly tried doing a SECURE RESOURCE action after the "Evaluate Spot Bid Tender Bid" to handle this but that doesn't change the status either.

Any thoughts on what the issue could be?
