v3 Redwood Termination Approval rules not working correctly

Summary:

I am rebuilding our Termination Approval rules for v3 Redwood. I have two rules, they are fairly simple. If you are one of three HR Roles THEN it will auto-approve. If you are NOT in one of those three roles, it will route to an HR Representative for approval. My issue is that both THEN clauses are firing. IT auto approves first, but then it also assigns it to the HR Representative for approval. In the debug log, you can clearly see one of the rules evaluates to TRUE and is green and the other one evaluates to FALSE and
