Can we use an initiative to apply assignment rules to HDL loaded assignments

Summary:
We are trying to load HDL assignments through an initiative. They would be new assignments that we cannot create an analysis within OLC to capture.
The goal is to be able to apply the advanced assignment rules in the initiative to the HDL loaded assignments. I found some documentation on midstream assignments and have tried applying that to this use case with no real success.
I am using the initiative number as the assignment number. the assigned by person number is the dummy user we have as the Run As user in our initiatives.
