The HCM API /benefitEnrollmentOpportunities/ is always returning an empty array

in HCM REST APIs

I am using the HCM API /benefitEnrollmentOpportunities/ to retrieve opportunities for employees. It always returns an empty array but I know employees have a life event in Started status that is currently open and the event is not unrestricted. I believe the user I am using to call the API has accees to the employee (I can retrieve their benefit enrollments via API). I am not sure what is missing or incorrect in the life event where I cannot get any benefit enrollment opportunites. If I look in the UI in benefits administration I do see them there.
