OGL Message Not Showing in Production

I created an OGL Message where there is a "Close" and a "Do not show again" button. In a Dev environment, I selected the "Do not show again" button. The message is now published in the Production environment and it is still not showing the message. I am not sure if this is because I selected the "Do not show again" in the Dev environment, or if there is something else that could be happening.
