Is there a way to manually record the answers to assessments on behalf of an employee

Summary: In our learning module, I am using an assessment to go along with our Photo consent Policy. Basically, the employees read the policy and then select "yes they consent to the company using their photos…." or "no, they do not give the company consent…" We have the majority of employees who will be completing this online in learning so there is no issue. However, for a large number of our hourly employees, they will be completing a paper copy. What normally happens is HR then sends me the completions and I "bypass complete" this adhoc training on the course so
