Unlock Negotitation Supplier using Integration User

Summary:

I have an integration user which been used for all OIC integrations; despite having the below privilege already added Manage Supplier Negotiation Response by REST Service,

Tried to use the below REST API to unlock negotiation supplier, however getting

{ "result": "FAILURE"}

But, if a user having buyer profile is used, then

{ "result": "SUCCESS"}
