Historical Changes - "Last Updated By" shows user from later effective-dated transaction

Hi All,

Could someone please confirm if the below behaviour is expected?

Example:

  • An Assignment Change was performed on 04-Sep-2026 by an HR user.
  • Later, a Resignation was entered on 06-Oct-2026 by another user.
  • After the resignation was processed, the 04-Sep-2026 Assignment Change record now shows the resignation user in the Last Updated By field.

@Christine Yokoi-Oracle Is this expected because Oracle updates the previous effective-dated record when a later transaction is created?

In other words, does Last Updated By show the user who last modified the record, rather than the user who originally performed the transaction?
