Is Absence type ID required to do any VBS changes for absence types

Summary:

In VBS when we create rules for any specific absence type do we have to use Absence type id instead of Absence tyype name. As we are fcaing issue while migrating the changes from one enviroment to another. Changes are not reflected in the target envrionment
