Loopback from a PlannedShipment to SellShipment - Do not see an inbound

Summary:

We have a requirement where we need to map the PlannedShipment (Buy) to an ActualShipment (Sell Shipment).

This Sell shipment is a placeholder for a potential demurrage charge. I am doing a POC here.

We can see a successful outbound transmission. On outbound the PlannedShipment does get mapped to an ActualShipment.

However We do not see any ActualShipment inbound :(

Wondering what could be wrong here.

Used a literal XSL to create a hard coded Sell shipment as a test

Stylesheet profile

We do see the PlannedShipment going out and translated into an ActualShipment when we open the Persisted XML. However there is no inbound transaction coming into the system.
