Client is experiencing inconsistencies when adding address during the Hire an Employee transaction

When an HR Admin is hiring an employee or adding a pending worker and submitting an address for them, our client is experience issues entering the city, province, and postal code fields.

Unable to add an address from top to bottom ie: Type, Street address, City and PC.  It would throw an error every time.  Client could only select address Type and then go right to the Postal Code....wait several seconds for the PC to bring up the City.  If this sequence was not followed then the system would clear out all values/error.
