How does Course with multiple offerings works when offering creation is disabled in 27C

Summary:

We have Course> 2 offerings and each offering contains one activity

1st Offering → Activity→ English content

2nd Offering → Activity→ Simplified Chinese content

Content (please ensure you mask any confidential information):

As we know in upcoming patches that is in 27C, Offering creation is disabled.

So when its removed how can we create 2 different offerings with activity in different language for each offering. So that learner can select their choice of Offering content which they can complete while enrolling to Course.
