why am I getting: No PC/SC readers were detected on this system ?

I just installed Eclipse 64-bit on Windows 10, installed the appropriate JCOP plug-ins, already have an Omnikey 3821 with smart card plugged in and recognized with an older 32-bit Eclipse and JCOP tools, but the new installation says there are no readers detected on my system. Does anybody have any idea what is wrong?
I will add that I had this working before, but after installing yet another Eclipse with a Git client, and Java 11 it no longer worked. (As I say, though the 32-bit instance still works.)

I got it working - I had to change my Path env var which was augmented after installing the Git client and Java 11.
