LCM Migration error out for Task List name if using French Characters

EPM 11.2.4 (new on premises version)

OS: 2019

Oracle database 12.x

We are running some issue when we are importing the LCM artifacts from 11.1.2.4 to new EPM 11.2.4 Task list. Only task list name having French characters are error out with following error. Other places like forms, smart list the French characters are importing without any issue. Even in Task list partially imported. Any help is really appreciated. We checked the local in both source and destination server and it set en-us UTF-8
