Decryption utility for eapps.cfg parameters

Hi,
I come in peace, does anyone know how to decrypt the parameter values defined in the eapps.cfg for Siebel? Currently the Anonymous User's password is encrypted and we don't have any means of retrieving the plain text value.
We need this as we plan to point the authentication to Active Directory and would like to retain the current value for the Anonymous user in the eapps.cfg
