Weird Behavior when Changing Layout using Admin Role

Hi,

So a friend of mine asked me why the custom layout she created in income statement is not being adapted by default when the report is viewed in a different role.

I tested it and she's correct, I edited the layout of the income statement, saved it, then open the same report using a different role, and it shows me a default layout.

Does that mean if I created a custom income statement for a client using the admin role and they opened it, they won't see any changes but just a standard income statement layout? It doesn't seem to make any sense and is actually quite alarming.
