Local Governments using the Sourcing module—specifically using Negotiations

Can you let me know your experience with the Oracle Sourcing module (specifically using Negotiations) to conduct solicitations? How effective have you found Oracle to be at matching and notifying relevant suppliers of the open solicitation. Can you describe what methods have been most effective for your organization (Direct Invitation, Category Based Supplier Targeting, Open Negotiation Setting etc.). Do you combine the Oracle notifications with external advertisement of the open solicitation or supplier outreach campaigns etc.?
