How do you schedule a PROCUREMENT agreement change order to take effect on a future date?

The State of Missouri has entered the following Oracle Idea requesting action: 883856 - Scheduling an Agreement Change Order/Renewal

The State of Missouri requests an option to schedule change orders on agreements that take effect on a future date outside of the header start date and end date.  We are requesting that the scheduled change order provide the option to enter the:

1. Effective date of the change order,
2. End Date of the renewal period in the agreement header, and
3. Renewal period pricing and expiration date for each catalog line, as pricing can change from one renewal period to the next.
