Restricting Users (schema) to export data

 Hi,
I was wondering how can I restrict a user (schema) to export their tables/rows ? I just want the system or a schema of my choosing to be able to export their tables. e.g. HR schema

exp HR/HR@ORCL parfile=hr.par

I want to restrict HR to do the above. HR custodian has a machine with administrator access to install any oracle products on it so it is possible that he/she can export the data
