RACUST not update the status of site usage

Dear all,
I am using RACUST (Customer Interface) to add & update customer & customer site,
however, it cannot update the primary flag & active through this interface program.

I've already put values A, Y, U in fields customer_status, primary_site_use_flag, insert_update_flag respectively.
After running RACUST, the customer is still INACTIVE.

Pls advise how to update the status of site usage through RACUST.
