iProcurement to add delivery charges

 Client is on r12 Purchasing and i Procurement.
Wants iProcurement to automatically include into price or add delivery charges as a separate line.

Question
a) How to capture items with delivery charges?

b) How does requestors know that this item is inclusive of delivery charges?
