ORA-29540: class oracle/CDC/PublishApi does not exist

Hi,

I received an error while creating change set or change table...
Can anyone pls clarify....

ERROR at line 1:
ORA-29540: class oracle/CDC/PublishApi does not exist
ORA-06512: at "SYS.DBMS_CDC_PUBLISH", line 298
ORA-06512: at line 2
 

Oracle9i Enterprise Edition Release 9.2.0.6.0 - 64bit Production
PL/SQL Release 9.2.0.6.0 - Production
CORE 9.2.0.6.0 Production
TNS for IBM/AIX RISC System/6000: Version 9.2.0.6.0 - Production
NLSRTL Version 9.2.0.6.0 - Production

What can i do?  Install the CDC component  or restall the database? but the DB can't be stopped, It is in use 24 hours in day.
