Failed to allocate port(s) in the specified ranges

It appears we have exhausted out allocated number ports as defined in the emca.properties file.  On creating the 20th database using dbca, the "Failed to allocate port(s) in the specified ranges..." error dialog box appeared when trying to create the EM.

Will emca have to be run manually from this point on (20+ databases), and if so, what are the suggest port ranges?  Are there any other workarounds?
