Flashback database setting

 I have set DB_RECOVERY_FILE_DEST_SIZE to 20G. If I want to shrink this size to 15G, do I just change the size in the init.ora file and bounce the database? Or, do I need to turn the database off from flashback mode and then make the change? Any comment would help. Thanks.
