Are TNS- Errors Database Server Side Only

My company tries to make sure that we alert on all Oracle errors.  Currently we have monitoring in place that alerts on all ORA- and TNS- errors that appear in application server logs.  However, we have never seen an error prefixed with "TNS-" in these logs since this monitoring has been in place for the past two years.  This makes me think that all "TNS-" prefixed errors are database server side only.  Can anyone confir that this is accurate?
