How to attach a document on emails from workflow emailer

 Standard PO Reqs created in APPS with an attached Word doc are not visible to down stream approvers who receive Approval Notification emails.  The user only gets a link to log in to the application and then can see the attachment.

Is there a way to have the actual .doc attached to the PO Requisition? We would like for the approver to not have to log in to the application to see the attachment.
