Installing enterprise manager 10.2.0.4 32bit on window 2008 AMD64 bit

 I tried to install the downloaded enterprise manager 10.2.0.4 32bit on window 2008 AMD64bit but the setup.exe does not run . there is not enterprise manager for 64bit, do you know how should I do that
