migrate 9.2.0.7 to 9.2.0.8 error ORA-12541

hi, After install the patch 9.2.0.8 in a primary standby database, I can connect via sqlplus I do the "shutdown immediate", but when I try to launch the "startup migrate" show this error "ORA-12541".

The listener and database service are running, but isn't possible to connect via sqlplus. The only way to connect again is stop and start all Oracle services.

Please, can someone help me???
