increasing SGA memory

Dear All,

I tried to increase the SGA memory from 1.2 GB to 3 GB, on alter command and EM it was successful.  But on restart the oracle does not start showing error

ORA-2700:  shared memory realm already exists.

I have tried to restart the PC many times but no result 

When I tried to create new database through DCA, it is taking only 2GB max.   Can anyone tell me how to solve the above two issue.   I have physical RAM about 8 GB in my PC with Window 2003 Server Ent. Edition Regards, Manoj
