Internal requisition for item issue to project

In a non-manufacturing environment, can internal requisition be used to issue item from inventory to project?

Client does not want to use Miscellaneous Transaction in inventory.Client requirement is that the project engineers will request for an item(Internal Requisition) which goes for approval
and then the item needs to issued to project.Can this be met in standard?

If not, is there a workaround to handle this issue without customization?
