APP-AR-96964: A bill receivbale transaction cannot be created

I flaged a transaction for Bills receivable but when I click on 'Exchange' in 'Actions' the above error occurs.

Please anybody suggest what this error mean as i have re checkd all set up and cannot locate the defficiency.
