iProcurement AME approval

Does anyone know why despite AME being correctly set-up and fully tested and working in Dev and UAT environments, users submitting  their purchase requisitions in Production get the following message..

'Based on your approval authority, this requistion does not require approval by others'

our  version of ApprovalListAMImpl.class greater then 115.31.11510.9 and 'Owner Can Approve' Flag is Set to No

On 11.5.10.2 in Production:
Using AME approval Requester able to approve requisition with 'owner can approve' flag unchecked

EXPECTED BEHAVIOR
-----------------------------------
Expect approval list built based on AME setup and requester not being able to self approve
