Buyer Site Level Error

Hello, it is really urgent!!!!
Unable to identify the root cause!!!!
Problem: when a supplier makes an offer after inserting the amount and pressing the continue button, gets the following error:
encountered site level specific problem with the offer. Resubmit the offer.

I have never seen this error and I am unable to point out the reason of the problem.
Thanks in advance for the solution.
