PLSQL_CODE_TYPE "spontaneous" change from INTERPRETED to NATIVE?

I'm fairly new to Oracle, but I know this shouldn't be happening! The developers assure me they are not altering the PLSQL_CODE_TYPE from INTERPRETED to NATIVE in their code, but it happens all the same.  I've been looking for ways to a) secure the initialization params and/or b) auditing the change to see what's up! I'm not sure what steps to take for either...help? Thanks.
