Attachments in purchasing inquiry responsibility

 Gurus,

Any idea on how to make the attachment icon enabled in the purchasing inquiry responsibility.We can able to view the attachment in purchasing super user responsibility but cannot in one of the inquiry responsibility for the same PO.I have tried all the submenu and functions options and also menu exclusions for inquiry responsibility but not succeded.Please share if anyone have idea on this
